Foreign travelers do not require permits to travel to Amdo and Kham regions of Tibet. However, if you travel to Utsang (Central Tibet), Ngari or any other Region of Tibet Autonomous Region. You have to have a Tibet Permits issued by Tibet Tourism Bureau along with some other government offices in TAR.
